Brazil Sees India Coming Back Soon to WTO's Negotiations Table PDF Print E-mail
2008 - October 2008
Written by Vitor Abdala

Brazilian minister Celso Amorim The governments of Brazil and India are hopeful to reach, in up to three weeks, a common position with regard to the most important themes covered in the Doha Rounds, for liberalization of world trade. The talks have been stalled due to conflicting positions between the US and India.

According to the Brazilian minister of Foreign Relations, Celso Amorim, Brazil's president Luiz Inácio Lula da Silva and Indian prime minister Manmohan Singh created, in New Delhi, a work program to discuss the common points between both countries, which may lead to the conclusion to the Rounds.

"There is political desire of both sides to conclude the Rounds and we are going to discuss these themes," stated Amorim, adding that Brazil and India also created a commission to monitor trade relations among the countries, which should allow for evaluation of specific problems that may arise.

In the last meeting regarding the Doha Rounds of the World Trade Organization (WTO), in July, Brazil and India disagreed in some points. Brazil accepted the terms negotiated in the agreement, but India blocked negotiations on demanding the expansion of the use of safeguards, to defend itself against a surge in imports.

Last month, India filed a complaint at the WTO, suggesting that Brazil had made an agreement for the opening of the Brazilian ethanol market, in exchange for approval of the rounds in those terms. After the misunderstanding, both countries returned to talks and reached an understanding.

After reflecting for days, I think it was a prearranged misunderstanding smilies/wink.gif

Now it is time for you to think about it. smilies/grin.gif smilies/cheesy.gif

Already done, before you asked it !

It could NOT have been pre-arranged, otherwise India would NOT have filed a complaint at the WTO...AGAINST Brazil if you read the article.
Meaning Lula went to India to ask them to WITHDRAW their complaint against Brazil and try to persuade India to come back at the WTO negotiations. Thus far we have only the assumption from Brazil that India may return to the negotiations, but not India...so far ! Time will tell now !

What you may not know is that India are very close to important elections. Since all their politicians can only be elected against "something", what they already started to do is.....
a) Eliminated Us$ 17 billion of farmers debts
b) signed agreements with unions for large wages increases
c) promised more subsidizes for..... foods....electricity....transportation fuel, etc etc etc

Also what you may not know is the India Rupee is already at the HISTORICAL RECORD LOW...against the US$ !!!!!
How could it be any different.

Finally up to you think now :
re-read the above article, and re-read the very recent article (1-3 days old) on India interested to Invest US$ 600 million in Brazil for ethanol !
And make up your mind....with the 2 links !!!!
Quite clear in my mind. Another Brazilian hidden trick !

According to the news reports I read here there was a misunderstanding between U.S. and India in the last Doha round of talks held in your city and Lula was going to India to convince his "good friend" Singh to resume the talks. Considering the cozy relationship that exists between India and U.S. and the fact that Brazil backed out from its original stand at the last moment, I thought it was strange that we are trying to use our "Good will" with the Indians to pressurize them to come back to the table for talks. So when I said it was a "prearranged misunderstanding", I meant it was prearranged between India and U.S!!

Your information on Indian economy was quite useful and to the point. Until you mentioned, I did not know that soon there will be elections in India and the measure that are being taken by the politicians to get re-elected!! Thanks for the info!

re-read the above article, and re-read the very recent article (1-3 days old) on India interested to Invest US$ 600 million in Brazil for ethanol !

Ch.C, around two years ago, there were talks about an Indian company coming to our state to invest in Millions of dollars in refineries, ethanol and dozen other things thus generating thousands of jobs. It was just talks resulting in no action. The said company (whose name I forget) did not invest in any other state either!! So I think that at this moment, Brazil is happy to keep selling huge quantity of ethanol to India and make money without opening its door to Indian made products. May be I am wrong and only time will tell.

two years ago, may be......but

I am referring to the article in this site, just a few DAYS ago !!!!!!!!
On top I can only repeat, re-read the above article that states.....INDIA FILED A COMPLAINT AGAINST BRAZIL AT THE WTO !!!!!

On India subsidizes :

http://in.news.yahoo.com/43/20080701/836/tbs-farm-loan-waiver-unprecedented-succe.html
http://www.businessweek.com/globalbiz/blog/eyeonasia/archives/2008/03/hiking_indian_b.html

Also of interest :
"The government also subsidises 60 per cent of the price of such fuels as diesel. In 2007, when inflation was a low 3 per cent, economists such as Standard & Poor's Subir Gokarn urged New Delhi to start cutting subsidies. Instead, the populist ruling Congress government spent $25 billion on waiving loans made to farmers and hiking bureaucrats' salaries.

Botched opportunities
Now those expenditures, plus an additional $25 billion on upcoming fertiliser subsidies, is adding $100 billion a year - or 10 per cent of India's gross domestic product, or equivalent to the country's entire collection of income taxes - to the national bill."

Whoaaaaaaa

For your info the next election is in MAy 2009 for their national parliament
