Since Haiti's earthquake there has been some confusion about exactly who is in charge in the country. Before the quake, it was the UN Stabilization Mission (MINUSTAH). Here is a breakdown (before the earthquake, November 30, 2009):

Although UN peacekeeping forces numbers 10,000+ most are unable to control the very basic component of the country since most of its Command and control functions have been decimated.
One example of this is that the Filipino contingent of peacekeepers did not recieved orders from the UN Military general but from the AFP head in Manila to do what they can to rescue UN personels from the UN HQ.
The US brought in its own troops numbering 10000 and climbing with an intact Command and Control in an effort to control the country starting with the Airport.
Its sort of a mini invasion of Haiti with the USA military totally controlling the airspace and seaways of Haiti.
