The bidding process for the construction of the high-speed rail service between the country's two largest cities, São Paulo and Rio do Janeiro has just been launched by Brazilian president Luiz Inácio Lula da Silva. The train is expected to be running by 2016 when Brazil hosts the Olympic Games, in the southeastern city of Rio de Janeiro. 


This is for publicity? Or the government doesn't have any of their own office space to work on the bids?
Also it sounds as if they are going to accept the lowest bid, all other specifications be damned. When you pay the lowest price for something, you usually get the worst product.
