In a true democracy...with referendum rights...such as in Switzerland.....a relatively small number of signatures are collected in the streets. Then they are sent to the governments by the people/political party who collected the signatures. Then the government is OBLIGED....to accept the proposed referendum !!!!!!! In other true democracies....a referendum is proposed to what is similar of your Congress or Senate...then accepted or not....but never obliged by the actual goverment.
