On the other hand it is well known that Lula does a lot a public speeches as to high social and infrastructure budgets, that later are much reduced as money not freed, without much fanfare for obvious reasons.

For the Infrastructure there was a budget this year of over 5 billions Reais, but only 1.21 billions were freed and spent.

So why voted originally  for 5 billions ?

Lula just want to show you, not even give the smell or the flesh of the carrot !

Same for most of his promises before and after having being elected President. - Guest</description>
