In casual discussions with adolescent Brazilians one sees the increase in drug usage and boredom of having nothing to do. Better to study these programs more comprehensively  rather then just picking a politically sexy theme of every thing under 18 has been abused, promarily to support the greediness of the NGO interlopers and their surrogate moralist clients, the English speaking countries. - Guest</description>
