read the various articles abovce on the same subject.
Brazil and Mexico are quite willing to eliminate debts to these countries...but they dont want to participate in this debt elimination.

OTHERS must pay, NOT THEM !
AS USUAL, nothing new !
They have no money so Brazil borrows, then they relend part to others countries. when these countries cannot repay, Brazil ask a debt elimination for them, paid by wealthy nations.

SO the poor countries can repay
Brazil.
