This is obviously a misunderstanding of the report by the person who made the previous comment.

If you had a cosmetic company, would decide to start operations in the Vatican or in the US? 
The consumption per capita is an important indicator but is far from being the decisive factor when balancing the importance of a market. - Guest</description>
