Therefore the government money is HIS money and that by definition as a king... and he is above the laws. Laws must be voted to please his wishes.....at whatever cost and whatever way....legal or illegal. The Brazilian problem is that thousands of politicians also believe that they are Arab Sheiks (Princes). Therefore they also want their share of the pot. Therefore it is not surprising that Brazil is friendlier by the day with the Middle East countries. Arabs already sent 30^000 copies of the Coran translated in Portuguese.
