			<description>You nailed it, Will, &quot;disqualifying&quot;.....also the Brazilian system for training pilots at all levels is basically the same as during WWII. It is freely admitted that the system serves to discourage/disqualify the majority who wish to learn to fly, since there are not enough positions available even for those who do get their tickets.

A few years ago at the end of a war in Angola, pilots from that country flooded into Brazil and took most of the available flying jobs away from Brazilians, since foreigners can´t get commercial or ATP tickets here, EXCEPT for those having Portuguese passports. So in various aviation career areas,  prohibiting foreigners and making it difficult even for nationals seems, note I said &quot;seems&quot;, to be a matter of policy. - Rick</description>

This is typical requirement in Brazilian bureaucratice instructions, and it strikes me as bizzare - if you don't have the form, how can you register? Maybe some sleazebags occasionally try convince a bureaucrat to put them on a job list without their having filled out the form (perhaps the person is too lazy to do it, or is illiterate, or is late for the deadline, or is a relative of other bureacrat, who knows?). Then this rule would be a way of automatically disqualifying such people.

b) to be volunteer;

c) to be at least 1.55 m tall if a female and at least 1.60 m. if a male;

d) to be within the age limit contemplated in item 2 of the appendix to these instructions;

e) to a be a bachelor;

f) if younger than 18 to be expressly authorized by the legal responsible person;

g) to be up-to-date with your electoral obligations;

h) to not have criminal records regarding offenses of fraudulent nature;

i) if female, to agree with the requirement regarding impediment to getting pregnant in the period between the registration to the admission exam and the course conclusion;

j) to not possess Certificate of Military Service Exemption due to
physical, mental or moral inability;

k) if male to be up-to-date with the Military Service;

l) to not have been, previously, excluded from the active military service due to bad behavior,  lack of moral integrity or for incompatibility with the military career, or dismissed from course or course administered in a military teaching establishment for the same reasons;

m) to not be performing the Initial Military Service at registration time;

n) if on active military service, to be classified, at least, as having &quot;Good Behavior&quot;;

o) if on active or reserve military service, to have ranking lower than a Third Sergeant

p) if a military,  include, in the Registration Request Form, the information on your Commander, Chief or Director regarding the conditions contemplated in paragraphs &quot;d&quot;, &quot;h&quot;, &quot;l&quot;, &quot;m&quot;, &quot;n&quot; and &quot;o&quot; of this item;

q) to have concluded or be in conditions to conclude high school , with good performance: 

r) to pay the registration fee and prove that it has been paid; and

s) to register using the proper Registration Request Form.

These points just prove how bizarre and loony the system is. The Brazilian mind is simply not wired correctly, and because of this you get surreal requirements such as the above. 

And don’t forget, you have to PAY to apply. 

Ya, Brazil - the country of the future. Good grief.  on a final note, one of the many possible explanations about the cause of the flight 1907 accident was a miscommunication between the American Pilots and ATC. English is the international language used for ATC involving foreign aircraft. Does anyone see anywhere in that list a requirement for English skills? But, they do stress the importance of being a bachelor! Wouldn’t won’t the nagging wench calling your employee at work now would we, guv!
