In the absence of Lula wanting/able to take a lead over matters Amazonian-unless things get completely out of hand, it will be probably left to Nelson Jobim to steady the ship.
Incidentally , Suez and Camargo Correa won the Jirau Dam auction today:competition for Odebrecht and Furnas who won the Santo Antonio power station.

Mr Minc-if he does accept the job and it's by no means certain, will have his work cut out, that's for sure. - DU 48</description>

			<description>It will be interesting to see if Carlos Minc manages to persuade Lula to have more Army units monitoring the region, as has been reported in the press.

The latest news is that the government was already studying the possibility of changing the laws to permit the Armed forces to monitor the region. Probably, a day or two after the speech given by Gen.Augusto Heleno at the &quot;Clube Militar&quot;!  Subsequently he appeared on TV Band too and the interview was quite interesting. I don't know if you watched it and in case you did not, it is worth doing so on You tube. The following is the link:

Funny that wealthy people around the world LOVE Switzerland for tourism.
Average people LOVE Switzerland too.
Most tourists going in Brazil WONT go twice. Guess why.
This is not only due pollution, but due to price/quality, security, trust, services, just to name a few of many other reasons.

for your info only, here in Switzerland :
- in 2008 we started charging a CO2 tax of US$ 12.- per ton to all companies emitting CO2.
  And the US$ per ton is going to be increased nearly on a yearly basis.
  Some of that amount will be returned  to every citizen, in the form of a credit to our health
  insurance.
  NOT a bad idea....in my view
- in 2009 we will start charging a small tax for every KWH of energy used  both by companies and individuals. That tax will be for a fund for renewable and non polluting energy.
  Estimated amount of tax US$ 40.- per capita.
  Looks small....but remain the only one on earth.
  Because this is on top of the many other investments with the same goal.


Ohhh and as to Mink experience and success in environment in Rio.
If positive, why is Rio so dirty, smelly and stinky ?
Why in many ocean areas in Rio, there are no more fish or only contaminated fish ?
Due to NON pollution or OVER pollution ????

And let me laugh concerning your &quot;reduce red tape concerning environmental licensing,&quot;
because in Brazil every administration is full of red tape, for which you truly excel.
Red tape is not only in environmental licensing.

Finally, a written law means just about nothing unless it is applied by the letter.
Case in point :
Vote buying is illegal by laws. Right ?
Why have been the guilty people been pardoned by senators as corrupted as those found  guilty ?
And pardon voted in a secret vote....of course. 

This is MENTAL POLLUTION...for which Brazilians truly excel.
So much that some of you will pretend that I am the one who is wrong !
Proof that you have NOOOOOO intention to change whatever is wrong as long as you can make
more money....at whatever manipulation is needed !!!

			<description>Mr Mink's experience is more related to urban environmental development.According to the Journal  de Brasilia, in an interview in Paris with BBC Brasil he said that he wanted to reduce  red tape concerning environmental licensing, as he apparently has done in Rio.
Reading between the lines, the international consortiums have managed to tip the balance in favour of  outright development of the Madeira river for hydro energy.
Although the environmental lobby says that more research is needed regarding the river before  licenses are issued, ( Swiss?)time and money rules. So be it!

Every of your 180 millions cattles...is producing more pollution than ONE car.
Your cattles can drink in man made open reservoirs, where they can also piss and shit their 12 daily muds ! Yessss...12 muds is the daily average....per cattle, if you did not know !
Or nearly 2,2 billion muds....daily ! How many hundreds  millions liter of piss.

You are building new oil refineries, highly polluting, The next one, very large, will be built in Maranho. Thus you wont only pollute the Amazon via the fumes but also the ocean....by definition.
In the USA NOT ONE NEW refiney was built in the last 30 years....due to environment problems.


Hmmmmmm..... Brazil reality in environmental control is not as good as Robin the Crook pretends !

Ohhhhhh....and the idiot,the non literate and ignorant Robin the Junkie is not aware of the ranking of Brazil for environment !

I can tell you that Switzerland has been ranked......FIRST !!!!!!!

Furthermore, to prove that I am not so idiot as Robin the Crook, here is part of a BRAZILIAN
organisation (Defensaria do Agua) report on Brazil Water Pollution :

You can see that not only the muds and piss from animals such as cattles and pigs, but also from fertilizers, fongicide, insecticides etc etc is quite....POLLUTING !
And re-read again : in only ten years....lakes and rivers pollution has been multiplied by a factor of 5.
A world record, no doubt .

- Most Dangerous Cities in the world : Rio is nbr 6
  (mental and social problems.....by definition)
- Countries with the highest Emissions of Organic Water Pollutants : 1) China  7) Brazil

Proving my arguments mentioned above.

Simple proof that Robin the Crook is again lying, cheating and hiding the truth....just as usual.

Conclusion : We let you pollute YOUR country...and after that....we import and consume the best of it....non polluted of course ! We have stringent laws...as you know !

			<description>Back in  2007 the NYT published an article with the headline saying '' both sides say project is pivotal for Brazil.'' The NYT was referring to the Madeira River Project- 2 dams -Jirau and Santo Antonio.
The environmental  question  and EIA is simply not regarded as top priority- hardly surprising when energy supply to the industrial south and 20 thousand  jobs  are at stake.
 The crunch for Marina? Political immediacy: next week is when the  bidding  for the dams starts for real.
Forget the 'tears' from the President - that's just for the box- The czars  in Brazilia know  very well which side their bread is buttered. Mr Unger-an academic- is about strategic planning. Nature conservation is for the chattering classes.

This new one has already declared that he does not know much of Brasil, but just Rio. He would not know either,because he spent years in exile in France (studied in Sorbonne). The coordinator of the PAS (Plano Amazônia Sustentável) is Harvard law professor Dr. Roberto Mangabeira Unger. Therefore Brazilian Amazon is in the capable hands of the professors trained in Harvard and Sorbonne.
