The latest news is that the government was already studying the possibility of changing the laws to permit the Armed forces to monitor the region. And the US$ per ton is going to be increased nearly on a yearly basis. Some of that amount will be returned to every citizen, in the form of a credit to our health insurance. NOT a bad idea....in my view - in 2009 we will start charging a small tax for every KWH of energy used both by companies and individuals. That tax will be for a fund for renewable and non polluting energy. Estimated amount of tax US$ 40.- per capita. Looks small....but remain the only one on earth. Reading between the lines, the international consortiums have managed to tip the balance in favour of outright development of the Madeira river for hydro energy.
