A law to deliberately keep the average person poor and in a state of chaos. The regime KNOWS exactly what it is doing. The state is only partially to blame. Under laws like this it is even more important to having family planning. Be sexually responsible. If one feels it is their &quot;right&quot; to have sex without contraceptives. If the use of condoms is NOT an option for whatever pseudo-macho reason, if you keep recycling poverty throughout your descendency, it is ultimately YOUR problem.

took into events such as people from the north and some of thoes in the south 
that will have 4 to 7 kids .

sence for a woman to have her tubes tyed or have her baby maker cut out 
is a long proess that she has to under take .and her husban has some what the final say so ?

think about it you can have a sex change but you cannot stop giving birth

			<description>Regarding forest good wishes for Brazil (&quot;welcom to the first world&quot;), I must unfortunately remark that it is represents a premature sentiment to be expressed for the nation at this particular instant…  In order to be entitled to such &quot;welcome&quot;, the country and its citizens would require undergoing substantial change in attitudes, ethics, and political culture, along with a significant rise in living standards to a point where &quot;an actual&quot; middle class would emerge.  These would represent the necessary basic conditions which I would consider necessary to draw, entice inwards millions of under privileged individuals from poorer neighboring...  It would take nothing short of at least half, most likely a full, century of working, maturing, educating the local wretched masses... 

Yet, presuming all the right steps are miraculously taken and favorable conditions permit, the nation would have to start dealing with this inevitable issue, which would invariably emerge in the wake of significant periods of continued prosperity...  Such a remarkable (and theoretical) scenario would indubitably represent an astonishing event to witness!  Pity that I could never consider it possible to include myself among the few likely future witnesses who are currently alive...
