[/quote] A law to deliberately keep the average person poor and in a state of chaos. The regime KNOWS exactly what it is doing. The state is only partially to blame. Under laws like this it is even more important to having family planning. Be sexually responsible. If one feels it is their "right" to have sex without contraceptives. If the use of condoms is NOT an option for whatever pseudo-macho reason, if you keep recycling poverty throughout your descendency, it is ultimately YOUR problem. These would represent the necessary basic conditions which I would consider necessary to draw, entice inwards millions of under privileged individuals from poorer neighboring... It would take nothing short of at least half, most likely a full, century of working, maturing, educating the local wretched masses... Yet, presuming all the right steps are miraculously taken and favorable conditions permit, the nation would have to start dealing with this inevitable issue, which would invariably emerge in the wake of significant periods of continued prosperity... Such a remarkable (and theoretical) scenario would indubitably represent an astonishing event to witness!
