Too Bad for Brazil: US Concludes Zelaya Was Deposed Legally PDF Print E-mail

Zelaya in Brazilian embassy in Tegucigalpa Just released, a report from the US Library of Congress legal branch spells trouble for Brazil concluding that the ousting of elected Honduran president Manuel Zelaya was "legal and constitutional." Brazil is sheltering the deposed leader in its embassy in Tegucigalpa and was him back in power.

The report from the Congressional Research Service, CRS, an office from the Library of Congress, which provides legal analysis and support for policies to members of both houses of the Legislative branch established however, that the expulsion of Mr. Zelaya from Costa Rica was "illegal."

The conclusions of the report were revealed by House member Aaron Schock, Republican from Illinois, who took the opportunity to request that the US State Department resume foreign aid to Honduras and lifts the ban on extending visas to Honduran citizens.

Schock said that the CRS report concluded that the removal of president Zelaya "was constitutional and we must respect this opinion."

The President Obama administration in line with the rest of Latinamerican countries is calling for the instatement of Zelaya to office and has made effective several sanctions against the de-facto authorities in Tegucigalpa.

The political activities of ousted president Zelaya from the Brazilian embassy in Tegucigalpa have triggered growing criticisms from President Lula da Silva and Foreign Affairs minister Celso Amorim.

"President Lula da Silva does not authorize or approve that the Embassy should be used for political activities," said the spokesperson for the Brazilian leader.

"Mr. Zelaya is welcome to take refuge but not to promote political activities."

Since Monday when the former president and a group of his followers took refuge in the Brazilian embassy in Tegucigalpa, de-facto government troops and police forces have surrounded the compound.

"It is clear that Zelaya will remain as long as is needed in the embassy, until a solution is found to the situation," added the spokesperson speaking in the Executive Planalto building in Brasilia.

"Zelaya runs the risk of arrest if he leaves the embassy; the de-facto government has already announced that he will be arrested if the leaves the compound."

As to the group of supporters who are also taking refuge at the embassy, "in the current situation, it is difficult to distinguish between those who are taking refuge and those who are not, so the Brazilian government is not at the moment concerned about making a selection of those who need to be there and those don't need so."

The de-facto government has argued that whatever happens in the embassy including the responsibility for Zelaya's life hangs on the Brazilian government.

"The presence of Mr. Zelaya is the Brazilian legation in Tegucigalpa is an act promoted and consented by the Government of Brazil."

Any damages that may occur, "because the legation has been allowed to become a platform for political propaganda which threatens peace and public order in Honduras" will be the responsibility of the Brazilian government said the de-facto president Roberto Micheletti.

International pressure should be applied to Brazil. They are interfering in a national (Honduran) situation and permitting their embassy to be used as a working "political base" for Mr Zelaya to incite unrest and violence within the host country. The Brazilian embassy provides Zelaya's a platform to spin his propaganda and false accusations.
The embassy is not under siege. Yes there are constraints placed upon the embassy such as road blocks & check points to control movement around the Brazil embassy in an effort to minimize Zelaya's riotous efforts. What other option does the Honduran government have? Brazil is fully responsible for the present situation at hand. Honduras was moving peacefully towards the scheduled Nov elections until Brazil’s interference.

President Lula da Silva is simply helping Chavez, following along behind like a loser. Too bad, I thought he was a leader, ststesman. Clearly he is neither. My guess is that this blunder will cost his party in the upcoming election.
By the way, the findings of the Library of Congress legal branch that proves there was no coup is not new; those following this madness knew Zelaya removed himself from the Honduran presidency by ignoring the Constitution.

Too bad for Brazil playing the sheriff's role. This is just a fiasco. Brazil was backing up a CONSPIRACY prepared and excuted by Hugo Chavez, too bad for the 8th economy of the world trying to show off that is a geopolitical player as well (by the way, you brazilians did not receive your Rafale fleet yet.. that's just a piece of paper)

you will be ashamed in 10 more days when Lula will send your Presidential plane to rescue your diplomats and that buffon named Zelaya (he's not more than Hugo Chavez (Hugo Boss) puppet)... Well that's the price you have to learn to play the role of Latin America's sheriff.

AND THEN

The problem is that Zelaya did not seek refuge while he was ousted but after he was ousted he was welcomed
to the Brazilian Embassy...in Honduras !


If he was not welcomed for political activities...then WHY ?

Never ever trust a Brazilian remains a golden rule.

WHY ON EARTH would America want South AMERICA?

For all the well educated professionals?
For all the military hard ware?

For all the Police Hit Squads?
For all the unpaved roads?

For all the H1U1 deaths?

For all the oil? That is one mile under the ocean then two miles under unstable salt.
That will cost more to recover than it’s worth. Also will surly provide more of a challenge to the environment as spills from poorly managed oil rigs.

This is a work of a couple dumb republicans trying to protect money making schemes they have over there, the first action the Dictator took was to approve the privatization of water services in Honduras, a move that they couldn't pass trough their congress in 20 years because of popular pressure, now as dictator they release the state of this responsibility and as you may know the poor will suffer to pay high water price, this is just one sample of where money can be made out of a poor country people. This congressman and the stupid senator from SC should be investigated by the respective ethics commission to see what are their real interests on this issue, promoting Right Wing Dictatorships should not be a part of US history, no more. The Honduran people will put this dictatorship government down and they will elect delegates to write a new constitution to their country, one that allows the people to hope, participate and build their country up, progress and 'pursue happiness'smilies/smiley.gif

the amercian furit company was the first ones down there to help there people and the country get back on its feet .
for years before that the US funded the main HWY through the country as to help el savdor and the funnel and help the other countries in the SA .

I don't think so, Forrest. He is as American as you are. He posted links for us to read the Farewell addresses of George Washington and Eisenhower. Interesting addresses and especially I liked that of Eisenhower who in my opinion gave a big boost to the Post war economy of the U.S. like our "Technocrat Presidents" did between 1964 & 85.

In case you didn't pay attention to his posts, he is a Vietnam veteran too, though served much before you did. As disillusioned as you are about the politicians. A very interesting guy, though I like to pull his leg , whenever he comes on line. A man whose comments to be taken seriously.
