Brazilian president Lula During the inauguration of a remodeled sports and cultural complex at Mangueira's Olympic Village in Rio de Janeiro, Brazilian president Luiz Inácio Lula da Silva talked about the difficulties to solve the violence and crime that plague Brazil and Rio de Janeiro, in particular.

The president even got a cake to celebrate his 64th birthday. The Olympic center Jamelão, named in homage of a renowned samba singer who became the Mangueira samba club's official crooner and died in 2008, should benefit 6,500 children and teenagers from the community.
 
A reporter asked Lula why the government hadn't kept its promise in 2007 of bringing peace to Complexo do Alemão (German Complex), a favela (shantytown) ruled by drug traffickers. "If it were easy," Lula replied, "it would have already been done. But this is hard because we are normal folks dealing with the narcotraffick, which is made up by abnormal people, who take up guns".

"Some people believe that the governor can put an end to the gangs in a minute. If it were easy, the violence wouldn't have lasted 30, 40 years. ... When violence like that happens there is this idea that Rio is like that. ... There is violence in Rio, São Paulo, Bahia, Paraná, but in Rio the repercussion is bigger than in any other city," said the president.

"Today, the narcotraffick is a reality", admitted Lula. He stressed, however, that what is needed is "to arrest those who are taking away the freedom of the people, who want to work honestly and that makes up 99,99% of the Rio de Janeiro population."

Lula reassured Brazilians and the world, since Rio will be hosting the 2016 Olympic Games, that this is not an insoluble problem: "We will show that the government is stronger than the narcotraffick. If we join efforts instead of arguing over a pittance of money, we will manage to solve this problem in Rio de Janeiro."

Lula disclosed also that's hard to get people to work in anti-drug field: "Cabral (Rio de Janeiro's state governor Sérgio Cabral) told me about a course for which more than 2,000 people applied to work against the narcotraffick, but at the end only 600 really want to work."

"This is an endless work because the criminal leaves one place and goes some place else. The president also stated that he held talks with the governor and the Justice Minister, Tarso Genro and they had decided that there would be no monetary limit from the federal government to help Rio.

Lula also said that he is demanding from authorities and sports leaders "a strategy for the Olympics" so that all Rio's campaign promises to become the hosting city be fulfilled.

"We will not fail. We didn't get here to die on the beach. (a Portuguese expression that means to give up at the last minute after having put a lot of effort into a task).  We want to show that this country is as good as Madrid, Chicago, Tokyo, and we are going to deliver a better Olympics than the ones they have done in their countries," said the president.

Next to the president of the Brazilian Olympic Committee (COB), Carlos Arthur Nuzman, Lula said that the place he was inaugurating will be a source of future champions and that Brazil will dispute the first places for the Olympic medals.

"Brazil is not going to host the Olympics so that the gringos come here to win our medals."

by the way,i want to emphasise, and have said it before, i dont think farc is up in the favelas directing the shit with chavez ordering them in the background

farc is in it for the money, and all i have ever said was they are deeply linced with drugs and arms deals with the huge drug gangs in the big cities and in huge operations in the north east and midsections of brazil

i dont want to paint a paranoid picture i only want truth to come out

and that means i have an argument with anyone who think farc isnt involved with this coke and arms deals going downt that are totaly raking away at brazils fabric

Our biggest problem is corruption and our inability to admit it is rampant in Brazil. Until ordinary people educate themselves and stop voting in politicians who are part of the problem nothing will change - FARC or no FARC.Other criminals will simply take over control of the drug traffic.
Where is the rule of law ? 10 years or more to settle a case in court (thats if you have the money and know the right people).
Police corrupt lazy and underfunded.
Politicians corrupt fat and lazy.
The Olympics will make the corrupt more fat that is all. Rio would be better off without the Olympics and use the money to tackle these problems.

i have even said brazil doesnt have to fight farc....and yes, some one else will only take the place if you break one faction

brazil and every one in the area just has to understand the dynamic of what farc is doing and who is supporting them...there is so much hypocratic denial about the real dynamic....the real story has to be out front and in the open , not fairy tales of the usa invading the amazon after brazilian recources

other wise people will never really be able to address what really is happening in the underworld narco traficing and how it is raking brazilian citizens over the coals...

i dont know about any one else living in brazil , but, in my once traquil neihborhood, they had various crack busts a couple of months ago. and in the city i live, the amount of busts for crack cocaine is astonishing...crack is the ugliest drug of all...nothing but trouble comes from it...i have seen various reports of murder near where i live that was unheard of before....

Raising the minimum wage is a loosing tactic. the higher the minimum wage, how more small businesses will be shut down, because they loose the competition by costs. I'm also not saying/typing that they should lower the minimum wage. We all know that it's difficult to stop the drugs from the main suppliers and the class that demands it..mainly the middle class, but you can try to stop it by better education and creating jobs. how do you create jobs? certainly not by raising the minimum wage, but by what not many people think about it.."tax reform"..you can raise the minimum wage but if you still have those idiotic taxes, they still ain't going to have enough money in their pockets to have "middle class life" or whatever lifestyle they wish. Government should cut "wasteful" spending and lower taxes. lower taxes will lead to investments, local and foreign. local and foreign investors create jobs. by creating jobs, people pay the taxes they need to pay, and how more people in the formal economy, and by cutting wasteful spending, leads to higher revenue, what will or can be used by the government ( local or federal) to invest in society, aka human capital (public schools but leave private schools alone, let both compete), defense ( better equipment and salaries for police and military) and infrastructure (with involvement with the private sector). Government who works for the people. You, the people do not work for them. Government is, individuals who legislate, the law makers, and maintainers who will are picked by the people. If you vote for the same person, over and over, you can expect the same results, just check out the definition of insanity. Vote who you believe in and represents you, if he promise you allot, he or she is lying..old trick, the less he/she promise, the better the work, for most of the time, but not always..after all nothing is guaranteed. And if you don't care and sell your vote, in my opinion you're an idiot, but it's a free nation. Anyway, back to the topic, tax reform in the long run will create jobs, jobs that people need to get out of the favelas, or if they want to stay in the favelas and improve it them self. In the long run, drug dealers might see the light and you will have less drug dealers. will you ever stop the crimes for 100%? No..but you can lower it by improving the social conditions, and creating jobs and lower taxes (less taxes leads to pushing the government to cut wasteful spending, that means less bureaucratic red tape, that leads to more transparency that leads to more control to the people who can only create growth) ...this works everywhere, it worked in the states (till most people lost their minds and what everything for free) thus also in Brazil. Debate it, demand it, take more control instead of giving more control to the government, and eventually things will be fine. You will always have crime, but you can lower it.

i'm sure there will be some here who will type (oh you don't live here, bla bla bla and you will have some swiss idiots who will always put brazilians down because they lost their Brazilian love and just can't stand it when a nation tries to improve it's situation. those are sad people who are loosing it in the long term. I personal hope that Brazil never becomes like the US nor Europe, because than you might have the same ending destination (have everything for free by paying high taxes and by time come to the conclusion that it's unsustainable when the population growth stops or get lower and lower and receive more immigrants who don't give crap at all about the nation than making money and go back to their homeland..old saying home sweet home.) take a good look at Europe..it's happening in front of our eyes while most of us are in denial, specially spoiled Europeans. Is the US also going to change? you bet, but compare to Europe it has a long way to go, but might speed than we think up by the lower dollar, that keeps going lower and lower.

If you want to stop the FARC (if it's involved, maybe i don't know, but you never know, everything is possible), then you go back to what i typed about "Defense". Better defense and you have more and better capabilities to secure the borders where it's very difficult or almost impossible to secure it 100%,..but my point is..you make it tougher for them to enter the country illegal. America has a great defense, but it refuse to secure it's borders properly with mexico, who is the main source not only of illegal immigrants who are destroying the country by going "free" to the hospitals, burden the judicial system and welfare system (first world problems, so be prepared if you enter the first world)..etc etc .., but also drugs what is destroying the middle class silently. Brazil can also learn from those mistakes here and why they should secure it's border(s) to protect itself ..oh and also why not to listen to those bogus NGO's (who aren't really NGO's because they do get tax cuts from their governments, so that do makes them GO's who only care about money, gee who doesn't) and the UN, who doesn't care about borders and destroying the drug trade.

See, and that's why they never have "order and progress". ...those are the same people who work hard and try to stay alive but still wait for FOR THE GOVERNMENT to improve their life better and faster (gee, they are going to wait for a long time and work hard for that, thanks to the corruption inside the government) for them instead by them self, slowly but better and in the long term faster if they want.
If you read what i typed and just think about it, yes take your time, because it's something in the long term, not short term thinking what you are doing now, you will come to conclusion that what i typed is when the government allows them things to improve their life them self, the crime rate will go lower and lower, but it won't disappear.
Greed kills, i agree, but that's the people's own choice. We here in the US, all drank the cool aid what we got for free from the government..aka poison (zero interest rates, voting for legislators who didn't or don't care about their community but promising everything for free, by paying higher taxes, and support fake free trade agreements with countries, aka Communist China, a government who decides for it's people, except for their corrupted elites, with who you can't compete with (free trade is good so long it's on the same playing level)..so we Americans could buy cheap imported products. Tax reform combined with labor law reforms. You did inderectly touch on "labor law refor" while you wrote about minimum wages. Though you are not a Brasilian and do not live here, still you seem to know the chronic illness we are suffering from.

The current President had promised Tax and Labor law reforms during his 2 mandates. Many expected him to do it with his enormous popularity rating. Unfortunately, he could not accomplish it and I don't think he will attempt to do it during the next 12 months. I agree with you that the minimum wages need not be reduced. But there are other ways to make our labor costs competitive. IMHO, it will never be done.

Anyway, I enjoyed reading your comments and thanks.

its not so far fetched, california is debating it now, but i know it wont pass...but it is the only real solution....

first of all, marijuana should just be legal with controls over kids,its the most harmless drug of any of them....

the hard drugs ? it has to be delicatly integrated with perscriptions, that a person would have to go through health tests and consultation...sure there would still be a black market, but, it would cut a huge part out, because people really would rather do it legal than ilegal....

there is a million dollar a day profit in rio from the drug trade......a million dollars!! no one is going to give that up...

the tax revenue would be unbeleivable.....the incarcaration rate would drop 80 percent....

all this drug war shit is actualy all the usa's fault....the 1937 anslinger tax act...we are going through all that bullshit because of that....

i know this is too progressive thinking for most people, but it is the only real solution...

just in case , for any one who calls me an idiot....f**k you...

The masses are given the ILLUSION , through their EDUCATION that they have some sort of CHOICE. Republican , Democrat , blah blah blah. When in fact these employed decievers called "politicians" are all on the same team that is the Council on Foreign Relations. This is NO secret. I am not an especially "learned" individual. I just READ. The info is out there for the taking. THEY just count on you not taking it. And even if you ate the forbidden fruit. There is nothing you can do about it to change anything.

To be 1st world requires access to a decent education to ALL of a countries citizens. Not necessarily the best,, but decent.

This will never happen in Brazil because the people at large have been effectively indoctrinated to believe in their collective society that there are no color barriers. "U.S_Male" gave some sound suggestions and as you know Forrest has extended family ties with Brasil like you do and you both want good for Brasil. While the former thinks that the things could be changed, the latter has given up any hopes. I wasn't just mediating, but being realistic.

better education , more food , clean water, affordable medical , jobs at a pay rate they can live on not to just survive.

They keep hope in there harts that one day they will get a president that will do what he/she says and help them to help themselves , not give them something so later he can say you owe me this favor

I don't come with everything I possibly could on a spiritual tip because this is not that type of thread or site. I believe those who are looking for spiritual Truth will find it. God is that powerful. In fact He makes sure most are and will be presented with it. It is up to them to BELIEVE it. My objective is simply to plant a "seed". And people can take it of leave it. If I were to go any further than I already do it would make no sense or serve any purpose on this site. But I do incorporate Biblical/spiritual insight into my comments because it helps me to understand the geo politics of today. I just share the insight in hopes that others will see that the "Word" and the spiritual realm are not inconsequential.
