Brazil Starts Program Against Sex Tourism PDF Print E-mail

The Plan of Action for Sustainable Tourism and Childhood went into effect yesterday. Unveiled by the Minister of Tourism, Walfrido dos Mares Guia, the plan is designed to prevent the sexual exploitation of children and adolescents.

"The action plan involves every entrepreneur in the sector and constitutes a code of ethics and conduct," the Minister said.

The plan also determines a diplomatic effort to get the home countries of tourists who visit Brazil to adopt the Extraterritoriality Treaty. This treaty guarantees that foreign tourists who commit crimes in Brazil will be punished in their home countries.

According to the Minister, it is necessary to heighten people's awareness so that they denounce exploitation.

"Wherever there is a bar, restaurant, hotel, or lodging, every businessperson, employee, and worker should be heedful not to allow the posture of an adult who molests a child to prevail," the Minister explained.

According to data from the Special Secretariat of Human Rights, there is evidence of sexual exploitation of children and adolescents in 937 Brazilian municipalities.

The Northeast region is where the great number of episodes occur, most of them involving girls 8-12 years old. Of every ten children who are exploited, seven are girls and three, boys.

At some point there will need to be clinical therapeutic intervention with these children who have been sexually abused. They are all likely to have suffered psychological harm.

I am an American ,who travels to Brasil the past three years.I love Brasil and its people.Any person,from any country,should be punished with the highest penality! As in my country Michael Jackson should be,no matter how much money a person has! Our children are our future,if we abuse them,then we havev no future! Long live BRASIL!

Let’s keep in mind that Michael Jackson is still on trial (as of March 08th, 2005). Therefore, let us remember with clarity that he still ‘allegedly’ committed sexual crimes againsts minors or children. Michael Jackson might be a celebrity but he still is a human being and a citizen deserving full access to the due process of law. As far as your opinion about the type of punishment a pedophile should receive (mind you, I didn’t say deserve but receive) it should be what the law actually prescribes - that is, whatever that might be at the moment, although I don't believe it comprises any form of genital mutilation. Now, if you personally are very unhappy with how the law in the United States presently punishes individuals for such crimes, become a political activist and try and change it to what suits you better. My problem with your statement is not that I disagree with you in regards to the evils of pedophilia but on how we should be positioning ourselves when confronted with such issues in our society, with issues that we don't like or that we outright disapprove. -PB
More reasonable age of consent

Why not stop the hysteria that only rewards greedy and viscous NGOs with piles of money and realize that the concept of 18 is patently ridiculous and out of line with human nature for thousands of years. Without going into the pros or cons of morality in history people at 15-16 have a highly developed sexuality, although it appears to be illegal to state this in the context of the witch hunt. Therefore maybe they should be able to make up their own minds in spite of the moral perversion of the english speaking countries.

Perhaps one should remember anonomous denunciation with night and fog in Europe in the 1940's which led to millions of deaths. If one wishes to speak of the real tragedly in Brazil in that it's greatest asset, it's freedom is being quickly eroded in the name of evangelicalism and 'responsible democracy'.

I think the age of consent should be 12. If people 10 and 12 are old enough to work and go where they want they can take a s**t on their own. They can make their own choices about sex.
Everybody aint a rapist either. There are some nice pedophiles.

Make the age of consent 12. Let people do what they want. Let little kids do what they want. We could all die tommarrow. Let people do what they want. Let there be freedom in Brazil. Let brazil be a good place to visit or to live.
