Brazil Vows to Crack Down on Under-the-Table Money for Election Campaigns PDF Print E-mail

The Chief Justice (presidente) of Brazil's Election Board (TSE, Tribunal Superior Eleitoral), Minister Carlos Velloso, says that he will not give political parties using illegal campaign financing a truce.

"We are going to crack down on this, and crack down hard," he said. Velloso was referring to the use of unregistered, undeclared money that politicial parties in Brazil raise to finance election campaigns. The funds are known as "caixa 2."

"I want it to be clear that the use of caixa 2 is a crime. People using caixa 2 should beware: we are going to put a halt to this practice," said Velloso, as he inaugurated a new system for control of campaign financing.

"The first thing this new system will do is put political party finances on the Internet. Party accounting will be public."

Speaking of the present crisis, Velloso declared that all crises have a good side. "Many times a crisis leads to improvements. I hope that is what happens this time," he said.
