Brazilian Jean Charles de Menezes picture framed by Brazil flag An official report says Britain's senior counter-terrorism police officer deliberately misled his own commissioner and the public about the shooting death of a Brazilian man wrongly killed in 2005.

The report was issued Thursday, August 2, by the Independent Police Complaints Commission. It named Assistant Police Commissioner Andy Hayman, expressing serious concern about his conduct after the shooting.

Brazilian electrician Jean Charles de Menezes was shot seven times in the head on a London subway train by counter-terrorism police who were hunting suspects after terror attacks on the local transit system in July 2005. The commission report says de Menezes was not given a chance to protest his innocence before he was killed.

The report notes that Hayman told reporters after the shooting that de Menezes was not linked to the failed bombings. But it says he nonetheless allowed police to put out a news release hours later saying it was not known whether the dead man was one of the failed bombers.

Responding to the report, Metropolitan Police chief Sir Ian Blair denied he had misled anyone, but renewed an apology for the death.

"I did not lie to the public," he said. "I am very sorry that some information released to the public was wrong and increased the grief of the de Menezes family."

Police initially claimed the Brazilian was linked to the attacks. Police told reporters his bulky clothing and nervous manner caused officers to suspect he was a suicide bomber. However, investigations later showed de Menezes had not run from police, worn bulky clothing or resisted arrest.

A separate report on the shooting issued last year recommended that no officers face criminal charges. But now the commissioner says that disciplinary allegation against Mr. Hayman will be considered by the authorities. He added, however, that Hayman continues to have his full support.

Not only has the british gov't. apologized, time and time again, but they PAID the Menezes family ONE MILLION DOLLARS!


Can anyone tell me, have the foreigners that have been murdered by Brazilian police been apologized to by the brazilian gov't. and compensated a million dollars??

I know of at least one AMERICAN that was murdered in cold blood in Rio de Janeiro within the last 3 months by an off-duty Rio cop! Where are all the news stories about that? Where are the americans protesting in the streets and demanding a formal apology and millions of dollars in compensation?? And, it certainly wasn't a time of terrorism here in Brazil and the American didn't live in the same building as terrorists that were exploding bombs and killing dozens all over Rio!

You've probably been living here long enough to know two of the most annoying habits in our culture (which are reproduced perfectly by Mr Bin Lula): denying responsibility and whining.
The funny thing is that when brazilians see it in other countries, it doesen't seem so acceptable... they want to see the brits in jail, while they very well know that if the incident had happened here, not even a pro-forma wrist slap would have resulted.
Talk about not looking in the mirror...

It really is a waste of time even starting to compare the state of Brazil and other 'civilized' countries.
let the Brazilian press have there say, everyone knows it is completely nonsence. They wish they had the ability to have a full and open investigation into anything, instead of blindly continuing on the road to self destruction... which can not come soon enough.
Carry on killing yourselves you brazilian monkeys... and if that monkey in London was not illegal and had returned to the s**t hole he was born in... he would be alive.

Hit that nail on the head dude. I'm all for being fair, but I've never seen the sheer numbers of people that don't even come close to being fair and have no interest in it.
