Brazil Cuts in Half Number of Extremely Poor PDF Print E-mail
Written by Juliana Andrade
Friday, 31 August 2007

Brazilian poor Seven years before the deadline for the Millennium Development Goals (MDG), Brazil is showing improvement in issues such as poverty and inequality. The conclusion features in the third edition of the follow-up report elaborated by the Presidency of the Republic and by the United Nations (UN), which was disclosed August 29.

The MDG were launched in the year 2000, during the Millennium Summit of the United Nations. In the occasion, 189 countries set eight different goals. The first one is to eradicate extreme poverty and hunger.

In order to attain the goal, the objective set for the period between 1990 and 2015 is to reduce by half the share of the population that has an income lower than 1 US$ PPP (purchasing power parity) per day.

The value is a global indicator aimed at eliminating price disparity between different countries - in 2005, 1 US$ PPC per day was the equivalent of 40 Brazilian reais per month, which configures a situation of extreme poverty.

Based on data supplied by the Brazilian Institute of Geography and Statistics (IBGE) and the Pnad (National Household Sample Survey), the study shows that, taking the US$ PPC into account, the amount of Brazilians living in extreme poverty has decreased from 8.8% to 4.2%. And it concludes that Brazil has already reached the goal set by the UN.

Using the minimum wage as a parameter, the extreme poverty rate decreased from 28% to 16% of the population, and the poverty rate, from 52% to 38%. In Brazil, extreme poverty has been measured as a per capita income equivalent to one quarter of the minimum wage, and extreme poverty, as a one half of the minimum wage - respectively, 89.60 reais (US$ 45) and 179.21 reais (US$ 90) in 2005.

The survey also points to a decrease in patterns of inequality between 2001 and 2005. Whereas the income of the 10% poorer grew at an annual rate of 9.2%, that of the 10% richer fell by 0.4% per year.

The Gini coefficient, one of the world's most widely used measures of inequality, reached 0.566 in 2005, after an upward trend that began in 2001. Until then, it oscillated around 0.595, which, according to the survey, kept Brazil among the most unequal countries in the world. The Gini coefficient varies from 0 to 1. The closer the coefficient is to 1, the smaller the inequality.

Another conclusion is that malnutrition in children aged less than one year decreased from 10.1% in 1999 to 2.4% in 2006. Nevertheless, the document states that hunger and malnutrition are "a challenge yet to be overcome," resulting mostly from the "lack of access to food, stemming from the low purchasing power of millions of Brazilians."

The other seven Millennium Development Goals are: ensuring quality basic education to all; promoting equality between genders and the autonomy of women; reducing child mortality; improving the health of pregnant women; fighting HIV/AIDS, malaria and other diseases; ensuring environmental sustainability, and establishing partnerships for development.

DO THE MATH
written by JAY GLENN, August 31, 2007
1 $USD PPP = 30 $USD per month = 58.98 $BR per month not 40!!!
Looks like that new modern math to this Physicist.
Or could it be political reelection math?

Can the rest of the Figures be correct based on incorrect math ???
Education in Brazil has been called into question before, is this an example?

Someone should tell the poor that they are no longer poor, that it was merely a matter of accounting, a question of semantics

I agree we need to let the poor know. You are not poor if you make 1 $USD per day or more.

"hunger and malnutrition are "a challenge yet to be overcome," .....
written by ch.c., September 01, 2007
.....resulting mostly from the "lack of access to food, "

Where is the challenge if you already export US$ 50 billion annually.....in agricultural products.?
Lets face it, Brazil prefer to have 1 dollar in their pocket instead of feeding their society first !

It is also the first time I hear that the Millenium goal for reducing global poverty uses the PPP formula.
Is it a pure Brazilian invention ? I dont really know......but have my doubts.

This said the formula used by ALL International Agencies is quite simple
Extreme poverty/indigents : less than US$ 1.- per day/capita
Poverty : less than 2.- per day/capita

Which are by the way quite manipulated by both the developing and developed countries.
Simply by the fact this base has been used for years already but was NEVER BEEN ADJUSTED FOR INFLATION !
Meaning that the inflation rate alone will Innacurately....REDUCE THE POVERTY RATE !
TOTAL NON SENSE !!!!!!
A Filthy way for developing countries to reduce their poverty rate and a filthy way by developed countries to accept these "voluntary errors" from developing countries !

And the 1 and 2 dollars definition for extreme poverty/poverty is in EXISTENCE since 1995 !
And since then, accumulated inflation in many many developing countries is close to 100 %.
(86 % for Brazil).
Therefore even by using a lower inflation rate until 2015, Extreme poverty/poverty will be reduced...AGAIN !!!!

Developing countries governments will further compliment their own navel, developed countries will do the same.....as developed countries WILL NOT BE ABLE to be fingerpointed.....by developing countries !

WHAT A SHAME, WHAT SHAME, WHAT A SHAME......FOR HUMANITY....when richer countries allow poorer countries to OPENLY manipulate basic common sense maths/stats.

In 2007, the 1995 base of US$ 1.- and 2.- for esxtreme poverts/poverty definition .....SHOULD BE AROUND US$ 2.- and 4.-- !!!!!!!

BUT THIS WOULD KILL THE EGO OF POPULISTS GOVERNMENTS IN DEVELOPING COUNTRIES !!!!

Not that anyone cares about words, but
written by Ric, September 01, 2007
How many times do I have to tell you that the word is not "poors"? It´s both singular and plural. I am poor, you are poor, they are poor. The poor you always have with you. The millions of poor cry out for help.

It´s like aircraft. In these articles one occasionally finds the non-word, "aircrafts". A Cessna 210 is a fine aircraft. Hundreds of aircraft attended the airshow.

A valid question you asked. But your noble gesture of correcting the English of a Swiss like Ch.C will never be appreciated by the rats in EU.

You better stick to correcting MY English smilies/grin.gif
