Brazil Gets Ready for War Rearranging and Funding Its Defense Network PDF Print E-mail

Brazil Army's soldier in training The Brazilian government announced this week the creation of an ambitious defense structure, to be deployed in the event of foreign aggression, which includes ten ministries under the command of the Defense Ministry, reports the daily newspaper O Estado de S. Paulo.

The move is also seen as an attempt to boost the military establishment spirit after long years of erosion under democratic rule following decades of military intervention in politics.

The National Mobilization System, Sinamob, became effective last December 28 and was the result of four years of congressional debate following on an initiative from President Lula, a few months after taking office for the first time in 2002.

Sinamob is synonymous of "rapid response" and gives the Brazilian president special powers to decree national mobilization against a foreign aggressor. The president is entitled to inform Congress before or after the decision has been taken.

The ministries involved are Defense, Justice, Foreign Affairs, Planning and Budget, Science and Technology, Economy, National Integration, the Executive Secretariat, Security Council and the Executive's Communications Secretariat.

But why Brazil that has not been involved in any war for over sixty years and has suffered no aggression since the Paraguay conflict in the second half of the 19th century should decide on a system which can impose mandatory civilian recruitment, expropriation of goods and services, forcing government companies to join the war effort and intervention in the private and government production process?

According to O Estado, Sinamob has the purpose of filling a legal vacuum existent since World War II during the 20th century. Since then Brazilian military have participated in United Nations and Organization of American States peace missions, but following the traumatic dictatorship of the sixties and with the return of democracy, military influence has consistently eroded and so has military presence in the cabinet and its budget share.

In 2002 on the campaign trail Lula, candidate for the Socialist Workers Party promised to revamp the Armed Forces and even publicly praised the economic policies of the military regimes arguing that they had shown "a vision of future", thus also criticizing the political establishment whose sight is limited to winning the next election.

Finally, President Hugo Chavez is investing heavily in the Venezuelan Armed Forces and at the same time exposing the vulnerability of Brazilian forces. Of the 719 aircrafts of the Brazilian Air Force only 217 are in flying conditions, the rest are grounded in maintenance or waiting for repairs.

Similarly the Army has a transport system 30 years old and has virtually no equipment with modern electronics, no anti air artillery or missiles. The Navy although the surface fleet includes an outdated aircraft carrier, it does not have the vessels or air coverage to patrol and protect Brazil's extended coastline and territorial sea.

Apparently with this new legal and functional framework Brazilian Armed Forces will have access to resources, budget and an organization that protects the country's rich resources, from the rainforest of the Amazon to the Atlantic coastline.

At least that is what seems to be in President Lula's mind: Armed Forces to the level of Latinamerica largest and most influential economy.

Bo don't be so naive. This is an exaggerated point of view to gain popular and congressional approval. Brazil has a fairly updated electronics on a variety of weapons. This is a truly smart move from the Lula administration. To revive the weaponry industry to levels of 1970’s. Lula understands this will revive research and development creating millions of jobs the same way that developed countries do. In other words, if you are not book smart or university material, you can always enlist to serve the army forces. This in a country like Brazil would take all the possible criminals or just regular hungry people from the favelas back into the system and into the work foce.

same with a rail system .

or will they just defend the south of brasil with army , air force,navy
all things north of salvador will be given up so the political south can control the congress
and take more money from the people of the north

Your analysis, though succinct, is 100 % correct. Let us not forget that it will generate thousands (if not millions) of jobs for civilian university graduates too, thus pleasing the middle class. Hopefully these industries will be run by meritocrats and not party nominees.

my deck hands all have ther own rooms and when no important guest are around we all
eat at the same table at the same time , and the same food

Tërritorial Dispute

Meanwhile, the territorial dispute between Piaui and Ceara is heating up. In question are two large areas between the two states, one just west of Tianguá and the other west of Crateus.

Ceará is ever more strident in insisting the the Territories belong to Piauí, while Piauí is ratcheting up the historic view that they belong to Ceará.

One sincerely hopes that actual armed conflict can be avoided.

I do not think Brazil should get involved in ANY conflicts at all. Lula certainly should update the military, only to protect Brazil's borders. If Chavez wants to do his thing. Let him. It'll only come back at him. Look at his latest defeat in the election. About 75% of Venezuelans want him out. They want a more peaceful leader, with concern for peoples' well-being. The people there want their rights back. The Brazilian troops should be stationed at all border crossings. In fact... I wish a moat could be constructed around Brazil, to keep the Colombian cartel, refugees, wanted criminals and other thugs out of the country. Brazil should continue minding their own business and continue to strengthen their economy. My wife (Brazilian) and I are planning to move there, from the USA. I prefer the way of life in Brazil. We don't need Chavez's oil. Screw him. We have Ethanol and own own fuels in Brazil. And... We are going to work on being a major global economic force.

Thy wish is our command. We will include your idea of Moat building in our PAC. Mind you, it will generate plenty of jobs for the unskilled labor. The Amazon river could be diverted to fill up this moat and the crocodiles and piranhas will provide additional protection from these criminals and thugs (especially from Bolivia and Venezuela).
