Brazil does not have nuclear weapons. The submarine is the highlight of the Brazil's new defense plan, which is to be made public on September 7, Independence Day. Brazil is believed to have earmarked US$ 3.5 billion by the end of 2010 to upgrade its weapon systems, according to reports in the local media. Speaking in Rio de Janeiro, Jobim said the upgrade includes provisions for a massive technology transfer from France, essential if Brazil hopes to have a nuclear submarine. In February, French President Nicolas Sarkozy said France would transfer technology to Brazil for construction of the diesel-powered Scorpene attack submarine. It will serve as a model for a nuclear sub, Brazilian officials have said. Brazil has discussed building a nuclear submarine for decades, and began a formal program in 1979. However with the return of democracy in 1985 plans were delayed and ultimately shelved and only last year Brazilian President, Luiz Inácio Lula da Silva, announced US$ 540 million in new funding for the program and for existing uranium enrichment efforts. The nation has five conventionally powered submarines and is expected to incorporate several of the Scorpene class submarines in the near future. Chile is the other South American country which has two Scorpene submarines delivered two years ago. Brazil has been discussing defense policy and revamping its armed forces capabilities on mounting worries about protecting the recently discovered massive off-shore oil reserves and the resources rich Amazon. France also sold technology to IRAQ AND IRAN. I takes years to design a nuk sub and several more years to build one. I hope Brazil can afford all the import tarifs on the materials. Oh thats right only the people of Brazil pays tarafs. report abuse

And we all know what means "hope" when Brazilian government official pronounce that magical word !!!!! And will ONE submarine be enough ????????? To Jay : your "I hope Brazil can afford all the import tarifs on the materials." Well France already sells its helicopter technology to Brazil, newer helicopters models also will use France techno, also its metro technology to SP. Shortly it will be its submarine technology. What do you think that means ? In my view it is also telling that France will never ever allow the EU to negotitate too much in agriculture at the WTO ! France is by far the biggest beneficiary of the EU agricultural subsidizes, and is the one against giiving up what Bin the Crook request ! Let me give you a story, real, that you may or may not know : in 2005 France declared the "Brazilian Year" Festivities around the whole country. On July 14, 2005, the Bastille day in France, Silva (the President ) made the trip to meet Chirac in Paris and was the Honored Guest. Lula was with Chirac in the Eiffel Tower to watch the fireworks Of course all the diplomatics compliments from both in all French medias ! Normal. in those diplomatics talks of course agriculture was also the subject. Chirac said of course a solution will be found in the negotiations at the WTO ! Welll a year later, it was of course France who threatened to vetoe the negotiations at the WTO. Chirac even said "Mandelson has not been given a mandate to go as far as he went" this reminds me my own statements here a few times "with an idiot, just tell him how great HE is" and immerge in his cheating to get him harder that he wanted to cheat you ! More simple there is not. It works 100 % of the time !
