US Capitulates and Agrees to Transfer Super Hornet's Technology to Brazil PDF Print E-mail

Boeing's Super Hornet Pressured by the announcement of Brazil that it was in advanced talks with France to acquire from that country 36 fighter jets - a US$ 4 billion deal - the United States Embassy in Brazil issued a note informing that the American government has decided to transfer to Brazil the technology of the fighter plane F/A-18 Super Hornet.

The military jet is built by Boeing. The American government has also decided to allow the war aircraft to be assembled in Brazil.  
 
The Super Hornet, is in competition with the Gripen, from the Swedish company Saab, and the Rafale, made by French firm Dassault. The Luiz Inácio Lula da Silva's administration has announced it will have a final word on the deal by the end of October.

Commenting on the new development, president Lula, in a very good mood, told reporters this Tuesday morning in Brasí­lia: "Soon I will be getting these fighter jets for free."

The technology transfer was Brazil's main argument in favor of negotiating with Paris, since Sarkozy had not only promised Lula to transfer technology, but also to allow that part of the aircraft be built in Brazil.

In a interview with TV5 Monde, a French Channel, the Brazilian president stated the negotiations with France were well advanced.

In that interview Lula made a reference to Brazilian aircraft manufacturer Embraer and its capability of building the war plane: "We cannot buy a fighter plane without owning its technology and this is because we intend to make, at least in part, this plane in Brazil. We have an important company that is able to do it."

There was news on Independence Day, September 7, that the French sale was a done deal. The next day, however, Brazil's Defense Ministry issued a note denying that the Brazilian government had taken a final decision on the acquisition. The document made it clear that Brasí­lia is still open for negotiations and invited the US and Sweden to continue in the competition.

Here's the US Embassy's note in its entirety:
 
The United States Mission to Brazil has received a number of public inquiries regarding the status of the FX-2 bid made by Boeing.  We understand that a final decision has not yet been made regarding the winner of the contract. 

The F/A-18 Super Hornet is a combat-proven fighter with advanced technology, and we believe it is the best in comparison to its competitors.  The U.S. Government fully supports the sale of the F/A-18 Super Hornet to the Brazilian Air Force.  Our government approved the transfer of all necessary technology.  We continue to believe that our proposal is strong and competitive.

The United States Congress' review of the potential sale to the Government of Brazil of the F/A-18 Super Hornet concluded on September 5 with no formal objection to the proposed sale. 

This means that U.S. Government's approval of the transfer to Brazil of the advanced technologies associated with the U.S. Government's offer of the F/A-18 Super Hornet is final.  Final assembly of the Super Hornet in Brazil has also been approved by the U.S. Government. 

Boeing's multi-billion dollar offset package to be invested directly into the Brazilian aerospace industry will transfer technology related to military design and production, provide autonomy in key areas of program support, and develop a broad Brazilian aerospace industry beyond just fighter aircraft, through direct involvement with the world's largest aerospace company.

The United States welcomes the opportunity to enter into open negotiations for the FX-2 competition, which would build on the strong military partnership that Brazil and the United States enjoy, based on common interests and shared values.

Hhhmmmm...How far is Washington willing to go with this?

Let's get serious here...Washington will go a long way to scrap the French deal. Any deal with the US with have tentacles throughout the Brazilian military structure.
The last time the US embassy was so involved with the Brazilian military resulted in a military dictatorship. History repeats itself, but isn't it a little soon to get into bed

Berretta established licensed production for their firearms and then sold the facility when their contract was up. This left their Brazilian partner to become a major competitor to Berreta not just in Brazil but world wide. Hopefully the winner of this competition will not give up the continuing rights to their technology like Beretta did.

GWB wanted to bring Bin Laden alive or dead, but he didnt accomplish his mission before his mandate. Hopefully, BHO will continue to be in "Hot Pursuit" of OBL using his ground forces, because the satellites can not take "surgical photos" of the "dark and sinister caves" of Tora Bora, where this gentleman is hiding. 300-400 Billions of US$ is nothing for the Tax payers of the U.S.

My President is very happy, because he is carrying on a old drean of the left wing in Brazil, to say not to USA. But, there are a lot of people here that desagre with our LULA ideas. Because, buy this Frnce piece of shit ( a fighter made to be an international sucess of production, that is used only by the French...) is not a tecnical decision, but a idiot political decision. Consequently, while any sensible individual would agree with the general concept whereby…
“those who profess to have a better system of governance than others, they are ALL liars”

This 'fictional' account that you indicated (http://www.prisonplanet.com/tw...ident.html) raises questions that have been asked by many Americans, in reality! Americans know that their government has 'lied' to them since the beginning of the nation. You see it was necessary to portray Native Americans as 'blood-thirsty savages' in order to exterminate them and steal their property. Once again we come to, "A liar is a thief, and a thief is a liar". Throughout American history there are documented, irrefutable evidence of the US government not only lying but setting up circumstances which manufacture the appearance of justification for the murder of people, both foreign and domestic. If some find that statement of 'murder' a little offensive then I politely inform them that the killing of innocent people based on evidence proven to be false is murder. Not difficult!

From the words of a great US senator, that I also have some affection for, "Extremism in the Defense of Liberty Is No Vice". However, the extremists America faces today, in the form of Al Queda, also have somewhat the same anthem, only theirs is, "Extremism in the defense of God is Virtuous ". How much more extreme can one get than defending their liberty or their God? The only missing ingredient is the fiction of lies which will stir up anger of the people against those who are portrayed as the 'evil-doers'. Once it has been established in the minds of the people that those evil-doers are deserving of death, then what follows becomes morally acceptable. Even after the lies are exposed, the consequences of the actions become justifiable based on the designation of the other as an evil-doer.
Let's be specific with respect to 9/11, a horrible attack against innocent people at the New York WTC and those on airplanes used in the attack. It is my belief that these attacks were planned, managed, and carried out by a group with strategic, religious, and financial ties to Al Queda, i.e. OBL and his subordinates. Their 'reasons' or excuse for this wholesale murder centering on religious aspects of their belief that America is the "Great Satan" and its people and institutions deserve death. Americans still cannot rationalize the fact that these were 'educated, potentially successful young men' potentially future leaders of Saudi Arabian nationality for most. These were not ignorant peasants, or drug-induced fanatics, yet in their minds was planted the justness of their cause. The fact that they were properly prepared, meticulous in their timing, and successfully completed their mission is not lost on the best military minds in the world. As a military mission the 9/11 attack was one of the most successful operations in history. Truth is difficult but necessary, even when painful.

The US response and investigation has been a complete failure. With the assistance of the media to demonize all Islamic peoples began the course for revenge cloaked in the desire for justice. Remember, the response began long before any investigation into the truth. OK, we have Al Queda and OBL openly celebrating their great victory. We knew that these same groups have orchestrated previous attacks. We knew where they were located because our media friends were able to interview them after the attack and broadcast their joy and further threats against the US and its people. We know that the US president was entertaining Saudi officials and guests during the attack and that these same people were hurriedly removed from the US without question. We now know that OBL could have been killed or captured by a strategic strike on Tora Bora. We know that within hours of the 9/11 attack plans were formulated to attack Iraq without any evidence of participation in 9/11. It is this particular fact that supports all the wild accusations that the US government was itself a party to 9/11. You see, in many peoples minds, their government was either too stupid to prevent this attack or must have planned such an operation itself. Most don't think of their government as stupid, even though they know them to be liars, so the alternative appears to be the truth. Unfortunately, they fail to see that if not for stupidity the attack would have never happened in the first place! They were warned of the 'imminent" attack. The New York WTC had been declared a prime target and suffered previous attacks. "We couldn't know that they would use airplanes in a suicide mission", is a ridiculous statement given that the US military has great experience with the US of 'kamikaze' tactics. Stupidity reigns supreme. The US intelligence community suddenly became the private covert army of the US president and his lieutenants. The fact that ignorance was passed off as intelligence was no mistake. To cover up stupidity and lies, ignorance replaced intelligence and Saddam Hussein became the leader of world-wide terrorism. This fact alone inspires conspiracy theories throughout the world that the US government was involved in 9/11. Remember, it was the intelligence chief Tenet who sat behind the Powell to tell the world of WMD. All to promote a war and set the stage for US occupation of Iraq. The occupation of Iraq, with US bases in the Middle-East, completes the circle for many in the conspiracy community. It would all be too neat except for the miscalculation(?) and stupidity of how much it would take to succeed in this plan.
The investigations of all this 'intelligence' continues and will continue for many more years, if for no other reason, to understand the difference between lies, stupidity, and ignorance. You see only then can true justice be resolved. However, it is indisputable that there have been a lot of lies associated with the entire conflict between the West and the Islamic world community. On both sides. The other pillar of this foundation of lies, produced and directed by a media machine being manipulated by the same interests. On both sides. So there we have lies, slickly produced, heavily financed, and unregulated for the sake of 'freedom'. What better environment could one hope for given the stupidity, of some, and the ignorance of others.

So let's look at the question of stupidity. In fact, there are people in this world who are too stupid (i.e. unable to grasp complex ideas and concepts in an orderly manner) and that is proven by the performance of the presidency of George W. Bush. Economically, diplomatically, militarily, and domestically, nothing in recent history matches the stupidity of how much was lost and how much could have been done with the power he wielded as president. Or was it not stupidity, but something else? Again we find all sorts of conspiracy theories trying to sort through a web of lies. Of course we cannot lay all the blame at the feet of Mr. Bush. We know for a fact that there were plans and planners who were neither stupid nor ignorant of the truth. What these people count on with their slick media productions is the amount of stupidity among the general population. This is their weapon to amass troops in their favor. Deception and secrecy used to distort and and hide the truth. Unapologetically using deception and secrecy, supposedly as weapon against their enemies, while in truth using these same tactics against their own people in the name of freedom. See, the people are to stupid to understand complex decisions and ideas so it is for their own good that government should do its work in secret, all in the name of freedom. You are free to believe what I tell you and remain safely ignorant of the truth.
Ignorance is a large part of the foundation for many of the challenges facing mankind all over the world. A nation that can keep its people ignorant; unschooled, ill-fed, and homeless, really cannot defend the rights of others for rights they are not providing to their own people. This again breeds conspiracy dogma but on this front it is becoming much easier for the liars to be exposed. Instant world-wide communications has been making steady progress in educating and and peeling back the curtain of ignorance. The truth travels around the world now as quickly as the lie. Therefore the only advantage for those liars is mass media. The balance of power in the world today between truth and lies rests with the mass media empires around the world. Now the people of the world have the means to create their own media it is becoming more difficult to maintain ignorance as a tool for oppression. Indeed the internet and other mass communication means have changed the entire playing field for those who are producing lies and fiction to be consumed by the people as truth. However this is still a new medium and people are just beginning to use it as a weapon in defense of freedom. That I am able to send these words is testament to this fact.
So there we have 9/11. Both sides using fiction, lies, and ignorance to deceive their people. There are no winners here. Only losers on both sides and they are the people who lost their lives, loved ones, and livelihoods in a tragedy produced and directed by extremism, stupidity, and ignorance.

Please excuse the length of this response. I felt the answer would be incomplete and subject to manipulation without a full explanation.

A brilliant three part essay, Dr.Cata and my sincere kudos. We did not know that you served in Vietnam like our distinguished fellow blogger Forrest did.In fact I had posted the link to him too for his perusal and opinion and I am still awaiting his comments. The Americans take it for granted that it is their birthright to criticize their government and its actions and this fact is reflected in your comments, that of Forrest and another great fellow blogger ASP.Unfortunately the citizens of many other countries can not indulge in this luxury. Although ASP has come out with his rebuttal, I would rather digest the info you have provided. I am of the opinion that unless we question the deeds and misdeeds of our elected or selected officials, we cannot better the system. Some well known figures have to do it and IMHO, your Charlie Sheen did it and that does not make him nor good people like you, Forrest or ASP less American.

You are very right in saying that"Internet" is an alternative to other media and it does enable sane people from different parts of the world to interact and try to coexist peacefully, in spite of the attempts by our "Rulers" to put one against another. As I keep on saying, we don't have to apologize for the deeds and the misdeeds of our "Rulers".

Our friend Forrest likes to quote fondly "Wars are waged by men who are too afraid not to fight. I agree with him. Another great writer in this site is Mr.Augustus Severus with whom I do not agree 100% . Sept. 10 (Bloomberg) -- Boeing Co., sweetening its bid to beat Dassault Aviation SA and win an order for 36 jet fighters from Brazil’s air force, offered to assemble most of the proposed contract’s F/A-18 Super Hornets in the country.

The planemaker wants to manufacture the first 12 planes in the U.S. and transfer equipment and tools to assembly lines to Brazil so Sao Jose dos Campos-based Empresa Brasileira Aeronautica SA could assemble the remainder, said Mike Coggins, who is overseeing the sale for Boeing.

“If Brazil chooses to exercise this option, we’re on board, and the U.S. government has been on board since February, when they granted us full authority and approval,” Coggins said in a phone interview from Brasilia. “We do recognize it is important to Brazil that these jets are final-assembled here.”

Boeing wants to prevent France’s Dassault from winning work that analysts estimate could be valued at as much as 5 billion euros ($7.29 billion). The Chicago-based company made its offer last week, before French President Nicolas Sarkozy traveled to Brazil, pitching Dassault’s Rafale jet with a promise to build some locally as well as buy 10 Embraer military transport aircraft.

Boeing, Dassault and a third finalist, Sweden’s Saab AB, are being allowed to amend their bids delivered in June, Coggins said. Brazil’s air force will make its recommendation this month, Coggins said.

‘Heating Up’

Defense Minister Nelson Jobim told reporters today that the competition was “heating up” and that it was up to Dassault to present an acceptable final offer so President Luiz Inacio Lula da Silva’s “political decision” to strengthen ties with France could be fulfilled.

Lula, after being asked yesterday by reporters about a U.S. government statement that the transfer of “all necessary technology” to Brazil had been approved, joked that “pretty soon I’ll get these fighter jets for free.”

During Sarkozy’s visit, France promised to grant Brazil exclusive rights to sell the Rafale in Latin America. Coggins called the offer a “marketing ploy” since few other regional buyers can afford the plane or have committed to other suppliers.

“We feel that Brazil’s goals of national autonomy and industrial development are best served by a 30-year partnership with the largest aerospace company in world,” he said, adding that no competitor could match its track record for on-time and on-budget delivery.

Order Expansion

Under Boeing’s offer, Embraer would perform both the final assembly on the remaining 24 jets and “do the same work should the number of jets grow,” Coggins said. Brazil has said it may expand the order to 120 warplanes to replace its aging fleet, which is primarily supplied by the French.

Michel Merluzeau, an aviation analyst at Seattle-based market research firm G2 Solutions, said the sale was Dassault’s to lose. If successful, it would be Dassault’s first international sale after failed bids in Morocco, South Korea and Singapore. The competition in Brazil is being closely watched by India, where both Boeing and Dassault are competing to win an order for 126 warplanes.

“Boeing’s offer is interesting, but it falls short of Brazil’s requirement for a more competitive package that goes beyond just the aircraft,” Merluzeau said.

In reply to your directed to me, please do refer to my comment addressed to Mr.Amaral questioning about the reliability of the French and their "indirect" involvement in the Falklands War and the Gulf War I. If you recall, our friend "The Guest", had asked Mr.Amaral to do his own research to find out how reliable the French are as suppliers of Armaments to the countries that they disdainfully consider as the "Third world". Sadly they classify Brasil as such. However, our President has said that the HE is the one that makes the final decision which in his opinion is based on "Strategic and Political" reasons. Therefore he opted for the French RAFALE, Helicopters and Submarines, thereby putting our Air and Sea defense at the mercy of the French. The offers presented by Dassault, Boeing and Saab are being analyzed by FAB and they have until the end of the year to negotiate, renegotiate, etc; to come out with final decision. In case you are not aware, the headman of FAB is a fighter pilot and a very competent person and even he has said that the deal is not closed yet. However, our head ruler is insisting it is and that he makes the final decision based on "strategic and political reasons". I fully concede that he is an expert in politics and may be quite possible that he has had "on the job training" in " Strategic Air warfare" during his 7 years in the office.

I would rather evaluate the proposals of all three contenders in this bid, instead of deciding to buy French who by the way have not sold one single RAFALE Fighter to any other country so far. If you wish, read other threads in this site and see the exchange of comments between ch.c and me over this "French Deal".

BTW, Saab (Swedish) fighter can not be discarded so easily.

Rafale is a twin-jet combat aircraft capable of carrying out a wide range of short- and long-range missions, including ground and sea attack, air defence and air superiority, reconnaissance, and high-accuracy strike or nuclear strike deterrence.

The range of weapons includes: Mica, Magic, Sidewinder, ASRAAM and AMRAAM air-to-air missiles; Apache, AS30L, ALARM, HARM, Maverick and PGM100 air-to-ground missiles; and Exocet / AM39, Penguin 3 and Harpoon anti-ship missiles.

For a strategic mission the Rafale can deliver the MBDA (formerly Aerospatiale) ASMP stand-off nuclear missile. In December 2004, the MBDA Storm Shadow / Scalp EG stand-off cruise missile was qualified on the Rafale.
Countermeasures
The Rafale's electronic warfare system is the Spectra from Thales. Spectra incorporates solid state transmitter technology, radar warner, DAL laser warning receiver, missile warning, detection systems and jammers.

Sensors
The Rafale is equipped with an RBE2 passive electronically scanned radar developed by Thales which has look down and shoot down capability. The radar can track up to eight targets simultaneously and provides threat identification and prioritisation.
Navigation and communications
The communications suite on the Rafale uses the Saturn onboard V/UHF radio, which is a second-generation, anti-jam tactical UHF radio for Nato. Saturn provides voice encryption in fast-frequency hopping mode.

The aircraft is also equipped with fixed-frequency VHF/UHF radio for communications with civil air traffic control. A multifunction information distribution system (MIDS) terminal provides secure, high-data-rate tactical data exchange with NATO C2 stations, AWACS aircraft or naval ships.
Engine
The Rafale is powered by two M88-2 engines from SNECMA, each providing a thrust of 75kN. The aircraft is equipped for buddy-buddy refuelling with a flight refuelling hose reel and drogue pack.

Messier-Dowty provides the 'jumper' landing gear, designed to spring out when the aircraft is catapulted by the nose gear strut.
